A Surface Water Intake Permit (SIPPA) is a mandatory legal authorization for commercial, industrial, or hydropower projects extracting river water in Indonesia. Applications are processed through the official Ministry of PUPR portal SIPPA / SIP SDA.


What is SIPPA (SIP SDA)?

SIPPA is the official online licensing portal managed by the Directorate General of Water Resources, Ministry of PUPR (perizinansda.pu.go.id). It handles:

  • Hydropower (PLTA / PLTM) Water Intake Permits
  • Industrial Water Supply & Factory Intake

Technical Requirements for SIPPA Licensing

To receive technical recommendations from Regional River Basin Authorities (BBWS/BWS), applicants must provide:

  1. Water Balance Study: Flow Duration Curve (FDC) calculations matching dependable river flow vs intake demand.
  2. Intake Structure DED: Detailed Engineering Design for flood-resistant intake gates, pumps, and sediment traps.
  3. AMDAL / UKL-UPL Clearance: Environmental impact studies on downstream flow preservation.
